Thanks! Yes, the photo came from the January 2016 edition of Popolo; it's from a report about the last episode that aired.

I can't speak for everyone but I always get drawn into this scene since it is one of the key moments from the film (and I'm a huuuge fan of Bruno Ganz ^^) Personally I wouldn't have chosen it for a meme but that doesn't mean it is offensive. I think it's okay to make fun of Hitler, that doesn't mean you belittle the victims of murder, war, regime etc.
In fact Hitler parodies are popular in Germany (though of course there are always people who are strictly against it). E.g. there's a (satirical) TV show that often brings the NNN (newest national news) It always shows the same Hitler clip. He is then voiced over each time anew while he complains about how stupid todays Neo-Nazis are (and so on).
